Uploading files

Basically, i would like to both allow public to upload specific files i.e. .txt files and send txt like using that text editor on subdreamer and to be uploaded regarding to the catorgory and subcatorgory it is in. Then i would like it to have a "PENDING" status so i can check to see whether it is safe to put online.
