Is there a "Q&A" plug in?

I'm looking for something that would work as follows:

Visitors to the site can fill out a form asking a question. I could then fill out a form responding, and it would show up UNDER their question. (They wouldn't be able to respond to me, however. It would just be their "Q" followed by my "A")

If this doesn't exist, can the guestbook be modified to work this way? (I hope, I hope!)

I don't believe there has been any progress though nor am I sure that it had user input other then admin.

There may be other plugins that could be easily modded for this type of plugin and I don't imagine a basic q/a or faq manager from scratch is to hard either it's just a matter of someone getting around to doing it.
