Plugin Numbering Conventions

In order to maintain the numbering conventions for the plugins (p11, p103, etc.) are there any set guidelines that plugin developers should follow regarding the numbering or will the "official" number be set by members of staff/admin?

My question still applies though that steps should be taken to ensure the plugin id is not duplicated. Will the list on Subdreamer.com be the master reference or will that list be combined into one for both sites to reference?

Most likely the list will be moved to this website, since this website is not the place to be to create new plugins. :)
